Word right now is that GTA5 is incredibly hard to mod, so it may take a while.
I think Rockstar doesn't want to deal with Hot Coffee all over again.

The game didn't even have a full 24 hrs to exist in the wild without being modded.
R*: "Hey guys, we need you to chill on the mods because the online is a big part of this game, and we don't want any cheating. The mods just have to go this time. We're sorry."

I think they have to embrace mods because it's going to happen one way or another. Rockstar learned their lesson, and this is the sort of thing that probably delayed the PC launch in almost 2 years.
I hope it's hard to mod because the engine isn't just and upgraded version of the previous engine and not that they made it hard on purpose.
Devs are still figuring the engine out by now. They probably haven't even finished playing the game to have free time to mod it.

The specs required to run this game at smooth 60fps with normal settings is surprisingly low. I'd recommend an unlocked i5 with a moderate overclock paired with a GTX970 or an R9 290x. That way you can run everything on high or very high, with a few settings maxed out. Also, go for at least 16Gb of RAM. Probably even overkill it at 32Gb if you can get a deal on it.

too bad I can't just bring my workstation at the office up to play it. Xps 12 core with 12gb memory, had a quadro high level developer card swapped it for a radeon 4890 I found hiding it what I believe used to be my predecessors WoW rig that he would take and go hide in the server room to play. (needless to say he was not well liked) but if we end up upgrading to newer Dev machines for the CIV and Electrical engineers I won't hesitate to buy one off my directors hands.

yeah buts what I run for my image development and systems admin console I did put my steam account on it and max out cs go if I ever have some after hours time to kill waiting on patches. Been doing a lot of theoretical computing (using virtual machines to create and update images for all my companies workstations and laptops etc, shit gives me made headaches if I stop to think about what I am actually doing) trying to get an EMC VNX w/fast cache ssd drives for our SQL & server 2012 build I have coming up. I've even been beta testing a Dev build of Symantec ghost 3.0 and windows 10.
